He was born July 16, 1951, in Cleveland, Ohio, to the late Charles Layfette Elkins, Sr. and Ruby Smothers Elkins, who lives in Paris.
Elkins was a brick layer, a member of Central Point Baptist Church and had served in the TN Army National Guard.
Besides his mother, he is survived by his two children: Laurie (Sam) Richard and David (Vicki) Elkins, both of Eunice, LA. Four siblings: Kay (David) Peeler of Paris, Rita (Doug) Dotson of Benton, KY, Steve (Vicki) Elkins of Jackson, TN and Ray Elkins of Paris. He also leaves three grandchildren.
Along with his father, a brother Cubby Elkins preceded Kenny in death.
